Like. Make it a feature you can enable. Users have to click a link and at least scroll through the entire article before theyre enabled to post a comment.

It should make you read and then take a comprehension test before you're allowed to comment. Local news stories are so awful everyone is just a headline reader then immediately starts ranting.
