Not that close to her, we've talked maybe twice or so.

With the mutual friend I'm pretty close. In any case, she seems fond of me and I think she'd happily help me out.

The two are best friends, which is how I got to know her

If you feel comfortable with it, talk to the close friend about your interest and whether or not they think it's a good idea. They may be able to help you gauge interest and get your foot in the door.

Assuming she's single, do you need become somewhat a regular to have a decent chance at pulling a woman at her workplace (small restaurant, coffee shop, low key bar). Yes, I know confidence + charisma = MAGIC, but I'm pretty sure there's already negative stigma in this scenario.

It's cool if it's a lost cause too. Plenty of other opportunities elsewhere.

There's no magic formula for this. Some guys and women are more into building towards more with a friendship already established, while others enjoy the spontaneity of having one positive interaction and asking for a date from there.

It all varies.
