Asylum seekers can either show up a border checkpoint (if memory serves, this batch was refused without any proceedings at all) or seek it once they're in the country as a deportation defense, so long as they're not under active removal proceedings. There's a specific set of circumstances one has to be in to be granted asylum.

The problem, as I've heard it, is that the rules are abruptly being changed and/or outright ignored.

Yeah, I read it too. The law is the law though. Is it not accurate to say the leader who picks and chooses to whom it applies is more of a dictator than the one who applies it fairly and uniformly?

Also by definition, someone illegally crossing a border is by definition a criminal. Derp.

For immigration, yes. A whole family has entered a country. A whole family should stay or be kicked from the country. The context is completely different than some other broken law.
