Valid point. But in the context, when one lawmakers talks about the dangers of sex with foreigners and another talks about the spread of STDs, its hard not to interpret it as some kind of weird racism.

Not sure how weird they are. I can think of some American lawmakers who would probably hold similar views if the cup were held in the US. I'm certain that they'd be more afraid to give voice to them as openly and brashly, though, but these sentiments aren't unique to Russia. Even if they're pretty bad there, and probably a lot more normalized.
