So from what I can tell:
-Dude was paid to go flip a fire alarm on livestream. Bad, stupid but not as bad as what happened.
-He walks near a group of people. Someone donates to him at this point. Because he has Text To Speech active, the guy who donated gets to broadcast through his phone whatever.
-Ends up broadcasting a bomb threat.
-People take it seriously. Everyone starts running.
-Livestreamer starts freaking out. He knows he's fucked.
-Eventually cops show up and arrest him. They don't turn off his livestream. Keeps playing for 20 minutes while cops interview people and donations keep rolling in.
-Cop reaches into bag because clearly hears sounds coming from it.
-Someone donates another bomb threat. Cop freaks out because phone is making bomb sounds.
-helicopters start to show up and area gets cleared again.

The dude really didn't have any control over what was being broadcast. He shouldn't have been there to flip a fire alarm, but the bomb threat is definitely not his fault tyrogue.

Andy Milonakis was a regular on Ice Poseidon's stream. Then he had a stream sniper named Andy come on his stream, so Ice Poseidon called him Mexican Andy so that the viewers wouldn't get confused by two people with the same name.

Since then it's become a meme to name everyone who comes on the stream and a fan of ice, an Andy.

Arab Andy's whole gimmick is that he enables TTS to scare and trigger the liberals of Seattle.

People pay him money to play outrageous things to get him into trouble.

Many people told him to stop and that it would ruin him, but the dude has a low viewer-base and was only getting attention from the controversy and the fact that no one had the balls like he did
