It was a lose/lose in Pokemon red , also bug was super effective against poison even though it's supposed to be the other way around

Probably for balance.
You always design stuff backwards from user experience. It's a concept that has many names. Steve Jobs' famous Why How What, form follows function, or as I like to call it, aesthetic dynamic mechanic. The idea is that first you figure out what the user wants/needs, then you figure out how to accomplish it, and finally you give it its actual form. An easier example is Mega Man Battle Network. Fire beats wood, water beats fire, elec beats water, wood beats elec. Three of those make sense. Wood beating elec? Uh... kind of, I guess? Thing is, there are a lot of nice things about a four-element system. By placing enemies of two different elements in a dungeon or a battle, you can give the player a number of different scenarios to work through, from a clear best choice of their own element to a risk/reward situation where all options are otherwise roughly equal. No doubt attempting to achieve those goals was how they decided on that four-element system, and then decided on which elements could fit the system. The process gets more difficult as you advance through it, regardless of which way you go about it, which means when you get to the end is when you'll have to make compromises. And it's a lot better to have players asking "why does wood beat elec" than "why does this element system suck so much". --- ... Copied to Clipboard!

Honestly I don't think it was for balance reasons I think it was just them not thinking things through all the way. there's a lot of other stuff like that in gen1

But I would guess anything that doesn't make a lot of sense was probably a tweak for balance reasons. Or maybe you're right, Iunno.
