I don't know much about the superhero universes but, Lex Luthor is a specific individual, not an alter-ego like "Batman" or "Superman" right (rather, he'd be more like "Bruce Wayne" or "Clark Kent")?
If so, then no, just no. The person is black; changing that for no reason is just wrong. On the other hand, if it is an alter-ego like Batman, then I guess it'd be okay - as long as they actually explain in-universe why a new person has taken on the persona (and preferably develop that character a bit), and don't just have the existing real person behind the alter-ego suddenly become not-black. (Compare: Hermione being black in recent Harry Potter media, which is like the first case and just wrong. Vs, Captain America becoming black - I don't know what the in-universe explanation was, but it'd make sense that a new person (who happens to be black) could've just taken over the Captain America role from the old person, so as long as they made an effort to explain it in-universe - I don't know if they did - it's fine.) --- ...
