Lets say dey stopped all other sports, said FUCK IT, we'll focus all our sporting personnel, a LOT of our money, and all our sports academys into finding great football players in order to win da world cup.

Could dey ever do it or is da USA just too far behind iyo?

World Cup is challenging because you need to raise your own talent. So that's at least 15-20 years before we'd compete for real.

Can we just buy the top players and give them citizenship?

30-50 years

China is essentially doing that right now. The money being pumped into their football is ridiculous.

However, football has always been the #1 sport in England and they haven't won anything in 52 years.

One of the best American football players in the history of the NFL, Tom Brady, didnt play until high school. It is not unreasonable to expect that similarly gifted athletes could pick up the game and reach elite levels in a matter of a few years.

20-30 years

We're a humongous nation with a gigantic sports scene and a lot of money pumped into it at all levels. If the USA took all of the money, focus, and players that would've gone into football, baseball, basketball, or hockey at youth, junior, high school, and collegiate levels and instead invested all of that solely (or mostly) into soccer, we'd become a preeminent power house in the sport after a little over a generation, easily.

It's easy to forget how divided we are a sports nation when it comes to our competing levels of focus. In the vast majority of the world, soccer is the #1 or #2 sport, maybe #3 in a few. USA? Sure, youth levels are growing, but at the very least football and basketball are both heads and shoulders above by every metric at every level and baseball and hockey have more money and professional attention paid to them as well. Compare that to the UK or Italy or Germany or Spain or Brazil, etc., etc. Soccer is #1 by a wide margin, with maybe basketball a respectable #2, and sometimes you get places that like hockey as well. Meanwhile, depending on how you look at it, soccer is probably 5th overall in the US. Flick the switch, and that easily changes.

Not suggesting that we'd curbstomp the rest of the world and win every world cup, but we'd absolutely be perennial favorites within 20-30 years.

You really wouldn't. As I said, if you think that if you just turned your focus to it and you'd win, England should curb stomp the world.

There's literally 200+ nations to compete against. It wouldn't take one generation for you to compete. It would take several.

What is England's population size compared to the US? The smaller and poorer the country, the longer they need to focus 100% on it. The US has fielded an okayish team while not caring about soccer at all. If a country of this size and money shifted their focus, it'd only take one generation.

England have 1/6 the population of the US (about 53mil). However, England invented football, it is their #1 sport, they have been playing for 150 or so years, and they have one World Cup to show for it.

Populations of some of the most successful teams:

Brazil: 207mil
Germany: 83mil
Italy: 60mil
Uruguay: 3.5mil
England: 53mil
Argentina: 44mil

The US have the ability to make the men's team a force (the money they have available for the women's team shows that), but it wouldn't take 20-30 years, it'd be more like 50-70.

China will be the example - a population of 1.4 billion, they have been pouring endless amounts of money into the sport and their goal is to win the World Cup in 2050.
