for example i actually like velvet's design in tales of berseria
it shows a lot of skin but its also done to show how wild she is and how little she cares about anything and they clearly put a lot of effort into the design to make it look cool

Depends on the western developer I suppose, personally I like quite a few of the gals that Blizzard and Hi-Rez have designed over the years.

Won't deny it either that sometimes all it takes is the right "pretty thing" to give a game the little push it needs to make me place it higher in the backlog. The game still needs actual substance to begin with to make it worth considering in the first place though.
