She gets one of her team members to dial the phone for her every time. Phone calls go like this:

Team member: "Hi, my boss would like to speak with you. I'll put you on hold." *phone immediately goes on hold for 30 seconds while boss finishes her coffee or whatever before picking up the phone*

Bearing in mind this isn't the chairperson of a fortune 500 company. This is a small recruitment agency of 6 staff members and the "boss" in this case is a glorified team leader.

She believes herself important enough to get other people to dial for her and have people from other companies wait while she fixes her nails or whatever, essentially.

That was my first thought, but I think it's simply a case that she's a total scatterbrain and rules her office by micromanaging all of her employees.
