I was reading an article about Net Neutrality, and how it ends on April 23rd. A link is below.

https://www.theverge.com/2018/2/22/17033608/net-neutrality-april-23-federal-register-publication

I was thinking that everything was going to change on April 23rd. However, it said the following in one particular part.

"Parts of the change are set to go into effect on April 23rd, however the bulk of the order which reverses the tough net neutrality rules put into place in 2015 still doesnt have a date for when itll be official. Thats because the rules modify data collection requirements and therefore have to be approved by the Office of Management and Budget. Once that happens, the FCC will publish another document in the Federal Register announcing when net neutrality protections are actually done for".

In that case, what changes will be taking affect on April 23rd, is Net Neutrality will still not be officially done for?

We will essentially just be relying on ISPs to not do any throttling/blocking any more as opposed to being prevented from doing so by the FCC.

I haven't heard any reports of any ISPs beginning to throttle or block services yet. I hope they don't start doing that again.
