Lets say you live in a bucket of poo, with a losing baseball team.... lets call it, ummm, Baltimore (they eat the crab, #MeToo)
You have a well known police corruption problem, so you (well, the royal you... someone actually qualified) run for Police Commissioner or Sheriff or Marshal or something. In this position they would have authority to dismiss corrupt officers, but the flipside is they equally have the authority to bury investigations on corruption and take kickbacks on their own... ...
