Applying to 20 colleges seems like a poor strategy for most people, imo, but all the more power to this kid for pulling it off. In general though... better to focus your efforts on 5 - 10 schools and don't copy/paste your essays.

According to this:

His GPA is quite higher than the average of any Ivy League school.

That article only mentions Brown when talking about SATs, and its average score of acceptance is 1446 which he easily beats. If the other schools have similar scores that they accept on average, then he beats them as well.

If these schools regularly rejected people with perfect GPAs and SAT scores one would think those averages would be quite higher.

I'm sure he did. Nevertheless, the best schools accept around 5% of applicants. Getting in to one or two or ten would be an accomplishment. Getting in to 20 would be crazy even for the world's smartest kids. Getting full rides to all of them is just... insane.

Like... If Stephen hawking said he got that kind of deal I would question it too. Just going off probability it shouldn't ever happen.
