Hard to say. I think Gore still would have gone into Iraq. The method may have been different, but the result would have been roughly the same there.
He would have been better on climate change than Bush, but that's a low bar to clear. Not sure how Gore would have fared going after a second term, given the historical reluctance of the US to give a party sixteen years in the WH. We'd have been a lot better off with Gore. No Child Left Behind has been one of the most destructive pieces of legislature in our lifetime.
