In the movie, he uses the reactors he and Osterman built to essentially disintegrate huge sections of densely populated cities across the globe, simulating a coordinated attack by an angry Osterman lashing out at the pettiness of humanity. I didn't like it as much as the comic solution, but I understood why. The way the movie handled it is easier to fit into a movie and the teleportation of an inter dimensional being. He killed millions to save billions. He's the definition of a 'shades of grey' antagonist. He feels remorse for their deaths, he forces himself to witness his atrocity and recoils in the sight of it. Then, he fears its all for naught after Osterman says 'nothing ever changes'.
