No. That is 1 second multipled by a scalar unitless value that happens to be a fraction. The result is not a fraction of a second. It's years.

Interpreting "of" as "operator of" it makes technical sense, but conventionally that's only done when the fraction is less than 1.

"A fraction" also means "a piece". Same root as "fragment". Less than 1.
