What makes it so bad?

An anime movie cramming as many iconic scenes anime as it can, no matter if they fit or not, cannot be good

You just think it is, because you see those scenes and think oh! That scene made me sad/happy in the original! But the movie version itself doesnt actually resonate with you on a personal level because everything in it is bland and subpar. Someone who hasnt seen the anime before will just get lost because a billion things are shown to them with almost no time to elaborate.

But many of the important moments look incredible captured in real life. The CG isn't the best but that's to be expected and doesn't take away anything.

It's not for people that haven't seen the anime. You should know that about anime live action movies by now. And that's also why it doesn't matter if they don't resonate the way you want them to. It just looks cool. Good enough for me and many others. This doesn't have to be groundbreaking stuff

I used it as a way to introduce my brother to the show. As we watched I went into detail on the things and then said fuck it we're watching Brotherhood. Got through Part 1 and half of Part 2 but he's into it. It's really dark

Nobody should ever settle for good enough. If an entire budget is going into a feature length film, it better have some quality stuff in it, and tell a good narrative, even if that narrative is roughly the same as the original.

Nina gets, like, 5 minutes in the entire movie. Nina. Think about it. One of the early turning points of the series, that gave the main characters a look at what they could be, and who serves as an emotional pin to which we can connect to the characters... gets 5 minutes. But her death is treated in a way that were supposed to be sad about it.
