That's because they have someone working the register who does get paid a "normal" wage relative to wait staff. That being said, it would surprise me if a chain as corporate as Chili's didn't have a clerk who's sole job was to service those kinds of things on the takeout end since they even have a special entrance/register/parking for that and since tipping isn't really standard behavior, the owners can't rely on tippers to supplement the income. Also, look at it from the point of view of time spent. It takes maybe a minute tops to check someone out for takeout.
