In Morrowind, the native Dunmer population tolerate outlanders at best and openly attack at worst, and there is at least one organization actively working to undermine the Empire's presence and strength in Vvardenfell, not to mention the looming threat of Dagoth Ur's return who seeks to drive out all non-natives with impunity.

Cyrodiil is the seat of the Empire, and is located in the middle of Tamriel. it makes sense that it's going to be considerably more diverse than lands with native populaces. Skyrim is the home of the Nords. Morrowind, the Dunmer. So on, and so forth.

I doubt it. Morrowind already had a single Dwemer. That's probably all we're ever going to get.
