Seriously asking from a fundamental legal perspective.

Like I understand why it's an issue when a creeper jumps out on the street and just whips it out and starts going at it. But what about stuff like Peewee Herman getting arrested for doing it in a porn theater? or people doing it in their car. If you're not exposing yourself to anyone, what actual crime is being committed?
