No one outside of a sociology classroom says this, though. If you're not in an academic setting discussing institutional racism, that's a meaningless definition of racism.

general racism is basically prejudice via racial characteristics

so that being said, yes, American minorities also often display racism against other minorities

I've witnessed it with my own two eyes and heard it with my own two ears all my life

but you're right in that these people rarely actually have the institutionalized position to perpetuate oppressive racism on others

I work around a lot of different Latin American immigrants and some have told me theres definite hostility between guys depending on their home country.

There are Black people who do make fun of Asians. Just as there are Asian who do the same with Black people, and even look down on them due to Asians' general higher socioeconomic setting.

Gang warfare between Black gangs and Hispanic gangs in California is also especially infamous.

even if you magically wished all white people away, there would still be dramatic issues of localized racial inequity, race wars, racist stereotyping, and rampant tribalism between the diverse people who remained

if white people disappeared in the US, another race majority would just move to the top and produce similar effects after enough growth
because a specific race isn't the big reason there's evils commonly associated with having gaps in social privilege among differing demographics

it's abusing privileges at the top that causes that

When you say minority - do you mean within a country like the US; so blacks, latinos, south/east asians and how they regard each other or do you mean blacks in general, or latinos in general? As if you went to Nigeria then blacks are certainly not going to be the "minority".

People will hate one another regardless of whether or not they are a minority.

White South Africans (a minority group) were systematically racist towards South Africans of South Asian descent (another minority group). Wherever you have minority rule, the idea that all minorities are powerless is nonsense.
