It only means "needlessly cruel" or similiar. It comes from the name "Draco" a famous Greek dude.

Draconian = "excessively strict and harsh"

if you're looking for a dragon adjective, it's "Draconic"

Guys, I'm well aware what it actually means. That's why I defined it in the OP. I just want to know if it can also be used to refer to dragon-like things.

They're a race in the Dragonlance series of novels (and thus any D&D campaign that includes Krynn and its races), as well as an alien race in Doctor Who.

Having read the novels as a kid, my mind always jumps to those first whenever I see the word.
