Like instead of nuking cities which probably have defense, you can just nuke both poles melt all the ice flooding the whole earth, spreading radiation all over, and get a possible bonus of tsunami caused by shockwaves and chunk of giant ice falling and melting rapidly.

It would have to be a sustained temperature shift to melt the ice there. Even if the thermonuclear detonation melted some of the ice, it would still remain bitterly cold, and the ice would just reform.

USA worked on Project Pluto in the 60s.
Basically it was a nuclear powered ramjet missile.
The principle behind the nuclear ramjet was relatively simple, motion of the vehicle pushed air in through the front of the vehicle (ram effect), a nuclear reactor heated the air, and then the hot air expanded at high speed out through a nozzle at the back, providing thrust.
You used a normal rocket engine to shoot it up and once it was away from a populated area, it started the ramjet. Since the nuclear reactor could give it unlimited air time, you could have it circle over the sea somewhere for years until it was time to use it. It could carry multiple nukes, so you could hit multiple targets and then spend weeks flying over enemy territory, mostly populated areas, and cause damage with shock waves and spreading radiation from its unshielded nuclear reactor, before it crashed into a last target with a fricking nuclear reactor.
They canned it because they were afraid the Soviet would do the same.
Now that is something you can sell to Best Korea.
