The way I see it, there are two ways they could do it:

1) His trip to the alternate dimension has given him the ability to revert back to his pre-Skull form at will. He could show up as Johann Schmidt, briefly turn into the Red Skull for a few seconds while delivering his villainous return monologue, and not become the Skull again until it's time to physically fight.

2) If Hugo Weaving doesn't want to go through the makeup process at all, let his features be further distorted by the serum or the trip to the other dimension and have a new actor dawn the makeup.

From what I've seen, he's the best MCU villain by far. It's such a shame to let him be a one-off. This would be like if there were 20+ DC movies, but the Joker died in the first Batman film and stayed dead.

Joker stayed dead in Tim Burtons' Batman. Also there's probably a handful of supervillians that DON'T die in the movies.

Amusingly enough, the second film was supposed to have a subplot where his corpse had disappeared. They still had Jack Nicholson under contract to return. That film's biggest mistake was killing him off in such a way that left no room for doubt.

Also, that series had four movies and wasn't a part of an interconnected franchise.

Hugo Weaving's problem wasn't the makeup. he said that he felt uncomfortable being a "nazi" (Red Skull is actually Hydra which just was allied with the nazis. Hydra thinks nazis are "cute") and he refuses to do it again. Red Skull is one of the best villains in Marvel. and it sucks that they can't bring him back. I would be fine with an actor change. I personally want them to do actor changes over time and keep characters around so they can keep the series going for decades. I am used to different looks. even in the comics, the art styles change over time from different artists so it's just part of comics. I would love it if they ever figure out a way the they like, to bring back Red Skull. in the comics he has been a thorn in Cap's side for decades. hes like Cap's Joker.

What? MCU's Red Skull isn't even a Nazi.

He doesn't wear a swastika, he hates Hitler, and he knocks the notion of Aryan superiority in one of his speeches. He's a fascist and a murderer, sure, but they went absolutely out of their way to distance him from the Nazism of his comic book counterpart.

It would be the easiest thing in the world to put him in a different outfit and have him openly state that superiority isn't determined by race, but rather individual potential. He remains a fascist monster, but he doesn't ascribe himself to the prejudices of the Nazis.

Loki had potential until the "puny god" scene. There was no reason to do that except to devalue him as a character.

I guess that scene demonstrates though why they won't bring a character like Red Skull back. The MCU is entirely about the heroes. The villains are just suitable competition written in a minimalist fashion so as not to risk taking the focus away from the heroes. Loki had personality, so they defeated him in such a manner that made his stock as an adversary plummet.

the actor himself doesn't understand his own character but that happens alot in comic book movies. like was said before Red Skull is not a nazi.
