First two gens were simple, hardly any roadblocks preventing you from moving on, basically just until you get your starter and pokedex then you can do whatever.

Rivals should ambush you when you're low on HP and try to beat the shit out of you. They shouldn't annoy you 20 times a city to fucking go shopping or whatever
