Like if you shoot two guns at the same time, you get two bulletholes. Seeing as Baby is weaker than Saiyan Saga Vegeta, it makes sense that the next villain would be roughly twice as strong as someone from the Cell saga. You're trying to think of it in terms of power scaling - don't assume anything in GT is stronger than anything in Z, because for the most part it isn't.
