I'm not exactly sure how you think a "burqa ban" (ignoring thats not what this is) would help women. Would probably make them less likely to socialize and integrate into their host country.

If they still treat the country as a host then that's a problem in their attitude.

If they're living there as permanent residents for the foreseeable future then they are not visitors or guests to the country.

If you have refugee status the country you're living in can literally boot you out if your country of origin is deemed to be safe to return to so I'm not sure exactly why such a person should have any attachment to said country other than it hosting them for the time being.
