In the original manga, only beings who lived remarkably good lives got to keep their bodies in the afterlife. Everyone else who died was to just turn into spirits:

And beings who did terrible things in their lifetimes were to go to Hell, which was a place where their souls lose their memories and get reincarnated into another form:

And that process was quick, as shown by how Kid Boo got reincarnated into Oob shortly after being killed by Goku. Oob was born the same year Kid Boo died.

Further backing the process being quick is what King Yemma says to Vegeta before sending him to fight Boo:

This was just a few days after Vegeta died against Boo. King Yemma indicates that under normal circumstances, Vegeta's soul would have no longer been intact by this point; obviously, because it would have already gone through the reincarnation process. The only reason Vegeta's soul was still intact was because King Yemma went out of his way to keep it intact, just in case he needed to send someone to fight Boo later on.

In Resurrection F/Dragon Ball Super, however, Freeza keeps his body in Hell ... even though the manga established that only beings who lived good lives get to keep their bodies in the afterlife. And he still hasn't reincarnated into another being despite being dead for several years, even though the manga established that the reincarnation process was instant:

Garbage writing. Retcons galore, all for the sake of bringing Freeza back to life. He shouldn't have kept his body in Hell. He should have already reincarnated into another being by this point. Although non-canon, Fusion Reborn had the most logical depiction of Hell. It was just a place where evil souls enter a machine to be cleansed and reincarnated, going perfectly in line with what Piccolo said:
