Why bother to improve infrastructure if they're just going to start throttling traffic again? I imagine the improved infrastructure will likely come to specific (i.e. corporate) entities at premium subscription rates.

Comcast nor has any other ISP really shown they care to improve their infrastructure. They already got money from the tax payers to upgrade to fiber which they never did and turned around and used that money for lobbying.
