That's a part if it for some yeah, but it's largely because they are trained to be afraid of everybody. Which is kinda crazy since their job is not even in the top ten most dangerous in the nation. Also the job attracts some percentage of people who, for many reasons personal and cultural, wish to impose their will on others and enforce rules on others. I understand plenty of the reasons why they are trained this way, and people with authority killing civilians has always been a part of our culture but it does go against the notion we hold of the rule of law. The story we are told is that a person is supposed to be arrested, charged with crimes, and tried in court.
