Nah, the pipe would kill them, and then there would be a media outrage blaming cartoons for giving kids inaccurate expectations about the consequences of violence. They wouldn't blame it on the kid.

Of course that was in the 90s, today who knows. :/

Pretty sure you can't use booby traps since they don't discriminate on activation. That could have been his parents or emergency responders he hurt with his shenanigans.
