Also, we can't really say the ref was using the paper to measure. It's also possible the ref was just using the paper to show how close the measurement was.

The tip of the ball reached the line to gain.

Not sure why you're so hell bent on crying about the refs all night.

The piece of paper was at the edge of the line to gain and the ball touched it.
