IIRC in Ultimate Marvel there was a kid whose mutation was that he gave off toxins that caused organic matter to breakdown. Wasn't something he could control either, it was just something his body did automatically.

He unintentionally wiped out a good chunk of his hometown

In Generation Hope, there was a guy who just started melting when his powers activated, but he killed himself before you could see if it would turn into anything useful.

It seems like the Xavier's School for Gifted Youngsters allows you to send in a DNA test to see if your kid is a mutant, so they can help them develop their powers in a good way.
And since kids wants to be the future X-Men, they beg their parents to do it.

There are tons of people with either useless, life-disrupting abilities that have no combat (or even practical) purpose. Beak is basically just deformed to look like a bird person and has hallow bones, but he can barely fly or do anything worthwhile with his powers.

Now the X-Men, the Brotherhood, the Acolytes, etc... don't really recruit people with these sort of powers because they need combat utility for their teams.

Most mutants actually have useless powers. They're the ones that are the most persecuted too. The ones with the super cool powers are in the minority.

While Cypher's powers aren't combat related his sheer utility as a linguist gets him a spot on various X-Teams, but he typically avoids direct combat himself and relies on other people for protection (frequently his best friend Warlock).

I think the problem with that is, while nuking a city is pretty bad, the Marvel universe seems filled with people who can do the equivalent of nuking a city and not die in the process, which allows them to do it again.

He could also read computer code. It's just when he first appeared, computers were still fairly rare. I think he was killed off in the 80s. When he was resurrected a few years ago he could also read body language and tell what people were going to do. That made him better.

The overwhelming majority of mutants in the X-Men universe don't have cool powers.

Many of their mutations are small enough to be concealable so they can pass for human with a bit of work, or they can be handwaved as having some slight disfiguration. Then there are the mutants who's mutations are too obvious to hide and who end up as societal outcasts, like the Morlocks.

Most mutants with functional powers don't attempt to join super teams either, because they're mostly just normal people caught in inconvenient situations. If they're lucky and somewhat socially mobile, they can attempt to move to mutant friendly communities, that are often one step up from the ghetto in terms of property values, but are somewhat safer for people trying to live free from the anti-mutant bigotry.

These stories inevitably resolve in tragedy as they find themselves being forced to take a side in some violent conflict and lose their innocence if not their lives, or they have their sympathies being mistaken and get unfairly arrested, or they become victims of anti-mutant terrorism, or they become a casualty of an anti-mutant genocide campaign courtesy the Friends of Humanity, the Purifiers, the Right, or Cassandra Nova.
