Japanese people absolutely learn stroke order. It's very much stressed in the education system.
Stroke order is also super helpful to foreign learners as well. With enough practice, you can understand how to write a character you've never seen before. I feel kind of good about it. I always suck on the audio portion of the tests though. My listening comprehension is too slow. I do a LOT better with text and pick up on writing and reading a lot faster.

you don't write kanji without learning the stroke order. You just don't. It's not just a helping tool. It is part of writing. I'm curious where you even heard that.
