By "non-open-world" I mean that the game has a linear narrative, similar to many JRPGs such as Persona, but the game takes a long time to beat, say 40+ hours. And it doesn't give you the same freedom as an open-world game like Skyrim or Fallout or The Witcher.

Are there any games like that made by western devs?

It depends on how you define open world.

That kind of depends on how lenient you are with "Open-World" categorys here, KOTOR 1/2 and Dragon Age Origins, while allowing you to revisit some areas there's some not much reason to do so unless it's a town and alot of areas are locked off after you complete them, at least in DA:Os case anyway, can't remember if KOTOR was the same.

though, are you asking for RPGs specifically? it seems implied, but really you only said "like JRPGs" about length + linear narrative.

sticking to at least partial RPGs, other possibilities may include:
Deus Ex games, particularly the first one
System Shock 2
Nox
Stonekeep
Lands of Lore games
The Witcher (first is not open-world afair)
Legend of Grimrock games
