It's common courtesy to wear one when you're sick in public. In China, air quality probably has a lot to do with it too, and in Japan people also wear one when they don't feel like talking.

However, they do signal to other people thay you are sick, which could be beneficial indirectly.

Yeah I've read this is why, although their is no evidence that the masks have any effect.

On a crowded train, you won't always be able to cover your mouth when you cough, so I see it as a measure to prevent someone from getting a face full of germs. Lord knows people in Hong Kong don't cover their mouths even when they can, anyway.
