Just give the award to the legit best looking woman. I think pageants just use the extra stuff as an excuse for obviously spreading the awards around based on some weird formula meant to cater to international friendliness.

Brown and auburn hair exists in most of India. Blonde and ginger is very rare but it exists nonetheless in the Himalayan parts up north, especially in Kashmir.

These people aren't mixed in any way btw. British colonisation had little to no affect on the Indian genepool.
