I mean it's not like the DNA is still there, there's likely no video, there's probably little detail...

When someone comes out and says "so and so celebrity touched me 20 years ago," how exactly can something like that possibly be investigated (unless said celebrity comes out and says "yeah I did it")?

Thats pretty much it. Its kind of why sexual harassment is difficult to prove from a legal POV. They usually are just he said/she said things.

It usually isn't. 99% of the time it's taken to court as a civil suit and the person being accused settles out of court to avoid having their name smeared across the news for weeks and their career ruined over a baseless accusation. Years later those same settlements will be used as evidence that they are in fact guilty and their career will be ruined anyway.
