This is almost certainly a 'publicity shot' intended to simultaneously pander to and piss off the fanbase somehow.

All we're getting this year is a Christmas special, and next year's episodes likely haven't started filming yet. If this is the outfit they're going with, it won't last very long, possibly just the obligatory "lol awkward regeneration" episode.

I was getting bored of Doctor Who, but when they changed it up and finally gave us a female Doctor, I'm back in!
