The term 'redneck' has been around for a very, very long time in the South and found traction when lowland Scotts found themselves immigrating here for work. The term 'cracker' is also just as old, and again finding traction with the Scotts.

I've never heard anyone use that term in a complimentary way. It seems to be entirely derogatory (aka slur), unless you count "rednecks" using it amongst themselves. Let's be honest about the fact that people use it frequently because they won't get into the same kind of trouble they normally would with other slurs.
