Cell is that kind of person that would have no problem with letting the whole universe get destroyed if it means that Goku & CO dies.
Perhaps even hiding an egg with a mini-Cell in a safe spot beforehand.

hard to say. his personality (perfects, anyway) for the most part is is probably the least callous out of the db villains, but then he goes and says shit like :

"Once I've finished tearing this world into pieces, I'll just use Goku's Instant Transmission technique to move onto other planets. That is my destiny! I am the universe's end!!!"

and

"In the end, when I'm the victor.. I will kill every single human being on this planet. I'll come methodically after every last one of you, and I'll watch your faces twist with fear."

i think he's programmed only to destroy, he doesn't really get to choose.
