The road:
Path (A) has a stop sign.
Path (B) has a stop sign.
Path (C) has no stop sign.

Car (B) arrives at the stop sign at the same time as Car (D) who wants to make a left turn. Who has the right of way here?

If car D doesn't have a stop sign he has right of way however that's a really fucking weird intersection. Does it actually exist?

At an intersection it's always the car to the left that must yield the of right of way. Since both cars have stop signs, B should yield I believe, since it is to the left of D.

Yea, I was Car D in this scenario, and Car B was stopped at the stop sign. When I started to turn, she started to drive, and was in my line of fire. I honked, she flipped and cursed me off.

Well the point in a stop sign is to allow traffic with the right of way to clear the intersection before the halted car can move so she's really dumb.
