Look up recommended requirements for PCSX2 and Dolphin, those are the main emulators for GC and PS2.
Just know you need a pretty decent machine and in my experience PS2 emulation fucking sucks, GC seems to work ok. --- The Legend is True! ... Copied to Clipboard!

I know there has to be a good budget configuration for the 3D consoles & handhelds. (DS & PSP)

How much have you got to spend, and do you plan to do anything else with it?
I would say, without knowing any details, a GTX 1060 and an i5 (non-k version) would be a good place to go. It should give you more than enough headroom for GC and Wii --- Keep it green. ... Copied to Clipboard!

Most emulators are heavily CPU dependant, so focus on that and get a mid-low tier GPU.

I had a 6 year old laptop that ran PS2 and GC games reasonably well. Just about any computer you get now should be decent enough.
The thing to remember with PS2 emulation is that every game might need some settings tweaked. You can Google that info. I ran games like Persona 4, Aggressive Inline, PaRappa the Rapper, Fatal Frame, Ape Escape etc.. Just fine :) --- Not changing sig until I decide to change my sig Started: 01-08-11 ... My old PC had one of AMDs first 64 bits CPU (Athlon X2 64) and an old integrated GPU (I think it was a Radeon X1200). We are talking about 10 years old hardware here.
It could run PSP and some Wii games at acceptable speeds. Now I dont know what PS2 requires, but you should most likely do fine with a budget PC. --- GameFAQs isn't going to be merged in with GameSpot or any other site.
