I give a bad tip for bad service if I never plan on coming back to the restaurant, otherwise I tip normally knowing if I return I'll be marked as a bad tipper (even if it was justified) and be given continued bad service or worse.

I worked as a waiter for almost a decade, so yes.

Servers tip out to the hosts, bussers, and bartenders a percentage of their sales. Sales, not tips. So if you don't tip your server, they're losing money on you. Oh, and after taxes their paycheck is zero. Tipping is a ridiculously outdated system, but don't punish hardworking lower to middle class Americans for petty crap.

Nope. If you can't do your job, you don't get paid. Thats how it is for everything. If I were to do a service for someone, and treat it like a pain, or not worth my time, I wouldnt get paid for it either.

I have a system I use that determines my tip:

20+%: A meal where the wait staff went above and beyond to make my meal an enjoyable experience.
18%: My standard tip. An overall pleasant meal with no issues.
14-16%: A few minor problems, but no major ones. Maybe the wait staff took a long time to refill drinks (obviously with allowances for if the place is super busy) or was acting like they didn't really care about doing a decent job. Enough for me to notice, but not really enough for me to complain or seriously deduct from the tip.
8-12%: Some definite problems here. Unpleasant or rude wait staff, food that is of poor quality, or something else that generally made the meal unlikable. Usually if I leave a tip like this I'm not returning to the restaurant for a few months afterwards, as it suggests that the place probably has some issues in how it is run.
0%: A complete disaster with absolutely no redeeming qualities whatsoever, with both food and service being severe disappointments. If I leave this tip, I don't come back to the restaurant ever unless it changes ownership.

I've only left a 0% tip twice, and both times thoroughly earned it. One of them, for instance, was at a university bar and grill. We were a group of five people and we were one of just three tables in the place that night - it took an hour and a half for our food to arrive (and when it did it was cold) and in that time the waitress only refilled our drinks once (and whenever she came by the table, she acted like we were distracting her from doing something more important).

Depends on how bad the service is

For run of the mill inattentiveness or incompetence, I'll leave a small tip of $1-2, but if they are rude or something I won't tip

I always tip but if the manager is walking around asking if everything is okay I would mention it, or, go online to restaurant web site and bring it up there.

Depends on why the service is bad. If the server is new or the restaurant was super busy/a large group suddenly appeared without warning I'll make pretty big allowances. For me to actually not tip it has to be obvious that the server entirely forgot about me/my table at some point (I've had people come out of kitchens, look at my table, go wide eyed, and then run back into the kitchen only for my food to show up like 30 minutes after) or I have to be inches away from a verbal/physical fight with them. It's very uncommon.
