The idea was that it was going to get people who buy used to buy new, but it didn't work at all and people who buy used just passed on their games entirely. All they were doing were getting bad press for it, so they stopped and started just focusing on microtransactions as they still make money on used sales from there. Nobody stopped buying games because of online passes. They just didn't get more sales from it.
