You can "technically" respec your character, but you don't get back any of the resources you used prior. Really dumb gameplay mechanic IMO. When was the last actual patch that fixed gameplay issues? 2,000 years ago? Once we have a better game to play that wasn't so cheap and rewarding accounts that start with high in-game currencies we'd all go there. I wonder why the devs haven't done a server wipe like last time though.
