He's pretty cheap. I haven't gotten past stage 3 yet because he has this cheap move where he just grabs you and like it seems like an instant kill but I never have more than two bars of health so I have no clue.

Finally got him, thank god that 5th stage was just kind of a bullshit stage.

You can space jump over him or morph ball under him unless he sticks his tail into the ground too
