Sounds like a courtesy call to me. If there's been burglaries in the area they typically step up patrols. This officer saw your garage door open and decided to let you know just in case you were unaware. He could have just as easily kept driving, but he went out of his way to try and prevent people from stealing from you.

You asking him if it's illegal to have your door open is a stupid question, and an unnecessarily adversarial approach. He was not accusing you of anything.
