I think it actually takes longer to get Gyarados this way than to progress through the game as normal to get the good rod and then catch a magicarp and evolve it. Plus by then you could give gyarados some great TMs to make him a powerhouse. While gen 1's best move for him might be hyperbeam, if you trade it to gen 2 and back you can have a Gyarados with flamethrower, thunderbolt, ice beam and surf/other move that fits. It's just not efficient. It would be like evolving your starter to its final form before fighting Brock.
