I'm at 4.67 as a driver (based on last 100 rides out of 1800) and 4.89 as a rider.
I'm so confused. I've had them stop plenty of times. Usually for cigs at the store up the street. Sometimes I'll buy them a burrito in the drive through Mexican shop down my street (though I'm sure they appreciate that).
I also never tip. Not because I don't want to but because I never have cash on me. Like ever.
I have a 5. And I've probably taken at least 100 rides (lowballing) in 2017.

Do you get to rate the rider after you found out whether they tipped or not?
No, but you can change it if you find out they didn't. I did just that this morning. The guy was eternally grateful that I made it to the train station on time....but that's apparently still not worth a tip.

They're probably new and think they're making loads of money just waiting around for you and appreciate the opportunity.
I don't rate people solely due to stops. I rate them low if they forget I'm waiting for them.
And Uber added in-app tipping in July.
